Introduction
P&As are congressionally mandated to operate in every state and
territory. Operated by the CQC since 1981, the PADD program's governing
legislation is the federal Developmental Disabilities Assistance and
Bill of Rights Act, most recently amended in 2000. The Act requires the
State to have a "protection and advocacy" program which has the
authority to "pursue legal, administrative and other appropriate
remedies." The organizations listed below fulfill that
mission for the United States. As of April 23,2007
these organizations have been reviewed and the contact information has
been checked against that which appears on their web sites. As far
as can be determined using this method, these listings should be the
most up to date on the Web as of this date.
